OKANOGAN COUNTY BOARD OF COMMISSIONERS

The Okanogan County Board of Commissioners met in regular session on May 11, 2009, with Commissioner Andrew Lampe, Commissioner Don Hover, and Brenda Crowell, Clerk of the Board present. Chairman, Mary Lou Peterson out for personal reasons.
Update – Planning
Perry explained that the Okanogan Valley Land Council requested some information regarding a Recreation and Conservation Office Grant. The contract will be able to start once the award letter is signed for the Similkameen Trail/Bridge Construction Contract.

Those present discussed the Resolution to the Fish and Wildlife regarding land acquisitions. The commissioners noted that whenever Dennis Beich comes he says there is no acquisition plan although higher ups at Fish & Wildlife say there is.
The update of the Comprehensive Plan has been revised and is going back out for public comment. The hearing set for June 1, 2009 before the Planning Commission.
Char Beam explained that the Upper Columbia Salmon Recovery Board would like the Commissioners to enter into an agreement with Peven Consulting to do a Data Gap Analysis.
Perry stated that Gene and Ted will be attending ESRI Training.
Public Hearing – Dual Use Roads – Public Works
Commissioner Lampe opened the public hearing and asked for staff report. Verlene Hughes presented the staff report. The purpose of the hearing is to open Rd #2361 North Fork Salmon Creek Road MP 0.00-1.93 from Conconully city Limits to the Forest boundary. Only one comment was received by Public Works. Commissioner Hover asked what the speed limit is on the road. Frank replied that it is posted at 50 miles an hour. A petition would need to be circulated in order to change it. However the engineer did not have an issue with the 50 mph speed limit. The road is paved. Commissioner Lampe closed staff comments and called for public comments.

Tom Gipson, representing Conconully Chamber of Commerce. The chamber is in favor of opening up the road for dual use. The impact on the economy is huge. They have had problem years and the ATV use has made up the difference. It is important to Conconully economy. It opens up a route all the way up to all the other dual use roads. The road should be signed at 35 mph because of traffic safety. It is a narrow road with a lot of corners.
Mick Howe has property in Conconully that borders the North Fork Road, which is a family RV park. He can’t go from the cabin to the RV Park on an ATV because of the barrier and it not being open for that use. All the family members have ATV’s and would like to use this road. Not having that portion open for ATV use is highly inconvenient. Most people visiting Conconully have ATV’s and come up there for that specific use. Mick Howe is in favor of opening the road.
David Carpenter lives on North Fork Road. He has an ATV. There is a 35 mph posted near his place. He has not seen a 50 mph sign anywhere on that road. He feels that folks should be able to ride all the way up to Salmon Meadows. He is in favor of opening up this portion of the road.
Spencer King President of the ATV Club. The short piece of pavement would provide access to the FS 3810 road and further north to Salmon Meadows. ATVers who come from out of the area have voiced concern about this portion of the road not being open. They set up camp in Conconully, if the road were opened up they wouldn’t have to truck their ATV’s up to where the road starts but instead they could ride from their camp. Commissioner Lampe closed the public comment period.
